Igo Primo Tts Pro YT's Primo 2.4 post has different language TTS. If it's only English that you're looking for, I've also made a post in that thread.

I replaced all the files from that download. But even today, the blocky character models still have personality, and the facial animations are surprisingly effective. Ion Storm built the game on a heavily modified version of the Quake 2 engine, and it’s never looked like a normal game. I removed the loquendo voice files in the voice folder and replaced all them with the ones from this download. The rest of the folders in the content directory I left be. Thank you so much been struggling with this for a bit, you just made my day!.
